A proposal to transform industrial land on Bottom Wood Lake Road into a multi-dwelling residential development goes to a public hearing on Jan. 21.
City of 91大黄鸭 staff is recommending changes to the Official Community Plan (OCP) and zoning bylaws to facilitate the project on the border with the District of Lake Country.
The plan involves amending the OCP to change the future land use designation from industrial to suburban multiple unit housing. It also includes rezoning the properties from General Industrial (I2) to Apartment Housing (MF3).
A proposed project for the area could include up to 640 housing units, add sidewalks, fire hydrants, and other infrastructure improvements.
A staff report says the area is no longer suitable for industrial use. The site, located near McCarthy Park, Winfield Arena, and George Elliot Secondary School, is surrounded by a mix of commercial, recreational, and agricultural uses.
鈥淭his site is better suited for residential development given its proximity to schools, parks, and commercial amenities,鈥 the report notes.
The properties lie within both 91大黄鸭 and Lake Country. A boundary adjustment is underway to include the parcels within Lake Country鈥檚 jurisdiction.
A preliminary traffic study found the proposed development would add congestion to the Beaver Lake Road and Highway 97 intersection. The developer will contribute funds to improve the nearby Commonwealth Road and Highway 97 intersection.
The site was previously a BC Tree Fruits Cooperative facility dating back to the 1950s. In 2022, 91大黄鸭, Lake Country, and the Okanagan Indian Band signed a Memorandum of Understanding to coordinate health, safety, and infrastructure projects in the area, including this development.
